Minutes of the Clintonville Public Library Board of Trustees

April 16, 2003

The regular meeting of the Clintonville Library Board was held on Wednesday, April 16, 2003 at 4:10 p.m. at the Library, with Cathy Belliveau presiding.

The following members responded to roll call: Cathy Belliveau, Bev Kersten, Dick Koeppen, Judy Zeuske, and Sandy Loberg arrived at 4:28.
Excused absent: Tom O'Toole
Absent: Jerald Schoenike
Others present: Kathy Mitchell

The Open Meeting Statement.

The minutes of the March 19, 2003 regular meeting were approved as printed on motion by Dick Koeppen, seconded by Bev Kersten. ALL VOTING AYE. MOTION CARRED.

The Financial Report and Special Accounts Reports were approved as printed on motion by Judy Zeuske, seconded by Dick Koeppen. A change in the total expenses was noted. The figure should be $24,962.36. ALL VOTING AYE. MOTION CARRIED.

The total expenses, including salaries and revised capital improvements, in the amount of $54,232.23 were allowed for payment on motion by Bev Kersten, seconded by Dick Koeppen. ALL VOTING AYE. MOTION CARRIED.

The Librarian's Report was read, discussed and ordered filed.

Sandy Loberg arrived at 4:28 during the Librarian's Report.

Librarian's Report-
A letter will be sent to local state legislators regarding the concerns of the Board about Rep. Mark Gottlieb's proposed bill #LRB 1942 (county library tax exemption) and bill #LRB 2478 (elimination of the maintenance of effort).

Business-
a) Motion by Dick Koeppen, seconded by Bev Kersten to approve the Resolution of Affirmation for Free Public Library Services. This resolution will be forwarded to the Clintonville Common Council and The Clintonville School Board as a point of information. MOTION CARRIED.

b) The Board denied the Clintonville Lion's Club request to place gum and candy machines in the library entrance.


c) Motion by Bev Kersten, seconded by Sandy Loberg to sign a three year contract with National Elevator Inspection Services, Inc. at a cost of $70.00 per year. MOTION CARRIED.

d) Motion by Sandy Loberg, seconded by Bev Kersten to have Jim Sasse treat the lawn (fertilizer and crabgrass application). MOTION CARRIED.

e) Motion by Dick Koeppen, seconded by Sandy Loberg to replace the light for the flag. Director Mitchell is authorized to determine if the light will be pole mounted or mounted to the building. Pole mounted light is $516.95. If price of building mounted light is reasonable, that option could be utilized. MOTION CARRIED. No decision on replacing front lights.

f) Sick leave/Retirement benefit will be paid from the Library Account when the need arises.

g) Director Mitchell disposed of 10 computers and 7 printers for re-sale to Bill Linske. This will be a 60/40 arrangement with 60% of the profit going to the Library. Profits could be used to purchase new computer equipment.

h) Crossover borrowing will be addressed by the OWLS and Nicolet Systems as this is a system to system library decision. (Ref. note: In 2002 the Marion Library had 30% usage by Shawano County and Clintonville Library had 12.2% usage by Shawano County.)

i) A letter from Rick Krumwiede (April 7, 2003) stated that the Clintonville Library is in compliance with the maintenance of effort requirement for 2002.

j) Director Mitchell reported on what she learned about GASB 34, the new financial reporting standards for municipalities, at the OWLS Director's Meeting on April 11, 2003.

The meeting was adjourned at 5:15 p.m. on motion by Dick Koeppen, seconded by Sandy Loberg. ALL VOTING AYE. MOTION CARRIED.
