Minutes of the Clintonville Public Library Board of Trustees
January 2004
The regular meeting of the Clintonville Library Board was held on Wednesday, January 21, 2004 at 4:05 p.m. at the Library, with Jerald Schoenike presiding. At 4:15 Cathy Belliveau took over.
The following members responded to roll call: Virginia Federwitz, Beverly
Kersten, Sandy Loberg, and Jerald Schoenike. Cathy Belliveau and Dick Koeppen
arrived at 4:15 p.m.

The Open Meeting Statement.
The minutes of the December 17, 2003 regular meeting were approved as printed on motion by Sandy Loberg, seconded by Virginia Federwitz. All present voted aye. Motion carried.
The Financial Report and Special Accounts Reports were approved as printed on motion by Beverly Kersten, seconded by Sandy Loberg. All present voted aye. Motion carried.
The additional expenses for December 2003 in the amount of $3,521.33 and the
total expenses for January 2004, including salaries, in the amount of $32,228.24,
were allowed for payment on motion by Dick Koeppen, seconded by Jerald Schoenike.
All present voted aye. Motion carried.
The Librarian's Report was read, discussed and ordered filed.
Business:
A. 2004 Budget. Figures for health benefits did change from what was initially
approved by the Board. Health insurance will increase by 13.82% under this plan
instead of 19%. A revised schedule of wages and benefits was presented.
B. Building and Grounds Report. Heating valves which burst will need to be replaced,
ACC will be doing the repairing.
C. Capital Improvement. Kathy will be ordering an av rack as listed in the Capital
Improvement Program for the Children's Area to house the new Leap Pad Units and
books for them which Diane has ordered.
D. Planning Committee Report. Dr. Schoenike and Sandy Loberg reported on the
committee meetings. Data has been gathered and the next step will be to meet
February 11th at 4:00 p.m. to identify goals. We had handouts to look over and
discuss.
E. Computer Policy Revision. Under Expectations wording suggested by the American
Library Association was added: "The use of library equipment to access material
that is obscene, child pornography or "harmful to minors' is expressly prohibited
(consistent with any applicable state or local law)." Added in the second
paragraph under Warning was the statement that: "Individuals are not allowed
to connect any personal computer devices to the OWLSnet network."
F. WLA Legislative Agenda. We received a handout of the 2004 Wisconsin Library
Association State Legislative Agenda and the Federal Legislative Agenda. The
Wisconsin Library Association supports the 132 year fundamental principle of
publicly funded free and open access to library materials to all Wisconsin citizens
and will actively encourage resistance to any attempts to change the 1872 free
library status.
The meeting was adjourned at 5:15 p.m. on motion by Jerald Schoenike, seconded by Sandy Loberg. All present voted aye. Motion carried.
