Minutes of the Clintonville Public Library Board of Trustees

November 2004

The regular meeting of the Clintonville Library Board was held on Wednesday, November 17, 2004 at 4:05 p.m. at the Library, with Jerald Schoenike presiding.

The following members responded to roll call: Ray Brockhaus, Virginia Federwitz, Beverly Kersten, Jerald Schoenike and Cathy Belliveau arrived at 4:10
Excused absent: Sandy Loberg and Tom O'Toole
Absent:
Others present: Kathy Mitchell and Diane Raschke

The Open Meeting Statement.

The minutes of the October 20, 2004 regular meeting and the October 6th special meeting were approved as printed on motion by Ray Brockhaus, seconded by Beverly Kersten. All present voted aye. Motion carried.

The Financial Report and Special Accounts Report were approved as printed on motion by Beverly Kersten, seconded by Ray Brockhaus. All present voted aye. Motion carried.

Total expenses, including salaries, in the amount of $21,986.26 were allowed for payment on motion by Jerald Schoenike, seconded by Ray Brockhaus. All present voting aye. Motion carried.

The Librarian's Report was read, discussed and ordered filed.

Business:

Summer Program Report.
Children's Librarian Diane Raschke reported on the summer program.

Intersystem Service Issue.
The Board will send a thank you to the Nicolet Federated Library System for their support.
Kathy drafted a letter on behalf of the Board in regard to a misunderstanding with the Shawano Library. Desk personnel are informing Shawano County patrons they'll be charged to check out materials in Waupaca County. Copies will be sent to the Shawano City-County Library Board, The Shawano County Library Director, the Nicolet Federated Library System and Rick Krumwiede at the Outagamie Waupaca Library System.

Security.
Twenty DVDs were stolen. Police were called. Federal Security has offered to put an extra camera on the DVD aisle.

2005 Calendar.
January 1, May 28 & 30, July 4, September 3 & 5, November 24, and December 24 & 26 are dates the Library will be closed in 2005. Jerald Schoenike moved and Beverly Kersten seconded acceptance. Motion carried unanimously.

2004 Budget.
We'll be going over budget in salaries. Permission was given to compensate from other areas of the budget. Kathy was instructed to spend the remaining funds in the 2004 budget as needed.

Computer Purchases.
Instead of purchasing four new computers, Kathy is checking into the purchase of a laptop and possibly a color printer. The laptop would be portable and easier to use in demonstrations for school and community groups. The money could come out of capital expenditures. The remaining funds will be used to purchase as many regular computers as possible.
The City is requiring a five year plan for capital expenditures. This will be placed on the December agenda for review.

Gift and Memorial Account.
The library does not get interest from this account. Interest goes to the City. Kathy will check into the possibility of purchasing a $5,000 CD with those funds, but not for longer than a year.

2005 Budget and Salaries.
The library is receiving $250,000 from the general property taxes. Salaries were up 3%. Health Insurance figures have changed since the initial proposal. Sanny Oberhauser, Friends of the Library President, has requested an information sheet on the issue. One was reviewed and Kathy was instructed to pass the information on to her.
If a person is to be laid off, who pays unemployment - the City or the Library? How much? These are questions to be explored.

Legislation.
Information was given on TABOR and Library Systems.

The meeting was adjourned at 5:30 p.m. on motion by Beverly Kersten, seconded by Jerald Schoenike. All present voted aye. Motion carried.
