Minutes of the Clintonville Public Library Board of Trustees

January 2005

A special meeting of the Clintonville Library Board was held on Wednesday, January 5, 2005 at 4:10 p.m. at the Library, with Jerald Schoenike presiding.

The following members responded to roll call: Ray Brockhaus,
Virginia Federwitz and Jerald Schoenike. Cathy Belliveau arrived at 4:15 p.m.
Excused absent: Bev Kersten, Sandy Loberg, and Tom O'Toole

Business:

Long Range Planning.
As part of the Library Board's long range planning process Outagamie Waupaca Library System Director Rick Krumwiede, Clintonville City Administrator Lisa Kotter, Clintonville Mayor Richard Beggs, Waupaca County Board Chair Dick Koeppen, and Representative Jean Hundertmark were invited to present information on the future financial outlook that will affect libraries. Representative Hundertmark was unable to attend the meeting.
Rick Krumwiede, Director of the Outagamie Waupaca Library System, commented that the funding picture for public libraries isn't very promising. Very little federal funding is available, and much of that is to make accommodations for people with special needs. The state has not been a good partner in funding public library service. By statute, the state is to fund regional library systems at 13% of local and county library expenditures, but the level is now down to 8.2%, which makes it impossible for systems to provide all their services without charging member libraries. OWLS now receives more revenue from fees than from the state. The formation of library districts that could levy their own taxes would help address inequities in public library funding, but enabling legislation seems unlikely to pass.
Other points of discussion included TABOR, the Taxpayer Bill of Rights, listing needs and wants for the library, then prioritizing them; finding creative ways of funding; utilizing the Friends of the Library for volunteers and funding; and funding from the townships. Charging fees to patrons was also suggested, but public libraries can not charge fees. At times there has been resentment toward the Library Board when the library salaries have been raised 3.5% while city hall has increased by only 2.7%. The Board needs to be politically sensitive to such issues, needs to educate the public, and cultivate public relations in general. Perhaps cuts need to be made that affect patrons directly.
One positive is that the Clintonville Library is now receiving money from the Nicolet Federated Library System for use by Shawano County Residents.

The regular meeting of the Clintonville Library Board was called to order by Beverly Kersten at 4:10 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements. Cathy Belliveau arrived at 4:15 p.m. and took over as chair.

Moved by Brockhaus, seconded by Loberg to approve the minutes of December 15, 2004 and the January 5, 2005 as printed. All present voted aye, motion carried.

Moved by Kersten, seconded by Brockhaus to approve the Financial Report and Special Accounts Report as printed. All present voted aye, motion carried.

Moved by Brockhaus, seconded by Kersten to approve the total expenses, including salaries, in the amount of $29,086.72. All present voted aye, motion carried.

The Librarian's Report was read, discussed and ordered filed.

Business:

Staff Resignation.
Jim Sasse resigned the Custodian II position effective January 31st. The position will be advertised.

Capital Improvement Plan.
Loberg/Kersten m/s/c to adopt the 5 Year Capital Improvement Plan.

Gift and Memorial Account.
Kathy is in the process of working on it.

Long Range Planning.
Those who can will meet with State Representative Jean Hundertmark when she is available. Information on TABOR was included in the packet since the topic came up at the last long range planning meeting.

WLA Legislative Agenda.
These agendas are included for the board members information.

150th Birthday.
Kickoff will be the Friends of the Library Art Fair on June 26th. Events will run throughout the week concluding with fireworks. Saturday, July 2nd, is the parade. Arrangements are being made for displays in the library including old pictures by Robyn Rindt and Rosalie Rohloff's collection of items with a Clintonville imprint.
