Minutes of the Clintonville Public Library Board of Trustees

A special meeting of the Clintonville Library Board was held on Monday, March 7, 2005 at 2:07 p.m. at the Library, with Jerald Schoenike presiding.

The following members responded to roll call: Ray Brockhaus, Sandy Loberg, and Jerald Schoenike.
Excused absent: Cathy Belliveau, Bev Kersten, and Tom O'Toole
Absent: Virginia Federwitz
Others present: State Representative Jean Hundertmark, Clintonville Tribune Gazette reporter Nancy Wieneke, and Kathy Mitchell

The Open Meeting Statement.

Business:

Long Range Planning.
As part of the Library Board's long range planning process Representative Jean Hundertmark was invited to present information on the future financial outlook at the state level that will affect libraries. No quorum was present. This was an informational meeting only.
Jerald Schoenike presented a brief summary of the library's long range planning process. Representative Hundertmark reported that the Governor's budget proposal reduces state aid for libraries by $2.2 million but at the same time increases funds for libraries from the Universal Service Fund by $4.2 million. Badgerlink funding for the statewide database of magazine and newspaper articles would increase $136,000 from the Universal Service Fund under his proposal. Discussion focused the proposed tax freeze and the proposed constitutional change in a Taxpayers Bill of Rights. Concerns were raised about the level of state funding currently provided for library systems. The Joint Finance Committee is holding hearings on the budget around the state this month and Representative Hundertmark encouraged the board to attend or send written testimony to her office. Senator Luther Olsen is on the Joint Finance Committee and can also be contacted.

The meeting was adjourned at 3:25 p.m.


March 16, 2005

The regular meeting of the Clintonville Library Board was called to order by Jerald Schoenike at 4:10 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements. Cathy Belliveau arrived at 4:20 and took over as chair.

The following members responded to roll call: Beverly Kersten, Ray Brockhaus, Sandy Loberg, and Jerald Schoenike. Sandy Loberg agreed to act as Interim Secretary. Cathy Belliveau arrived at 4:20.
Excused absent: Virginia Federwitz, Tom O'Toole.

Moved by Kersten, seconded by Brockhaus to approve the minutes of the February 16 and March 7, 2005 meetings as printed. All present voted aye, motion carried.

Moved by Schoenike, seconded by Brockhaus to approve the Financial Report and Special Accounts Report as printed. All present voted aye, motion carried.

Moved by Kersten, seconded by Brockhaus to approve the total expenses, including salaries, in the amount of $24,982.19. All present voted aye, motion carried.

The Librarian's Report was discussed and ordered filed.

An email was received from Rick Krumwiede, Director of OWLS, that there are two Waupaca County vacancies on the Outagamie Waupaca Library System Board. No one is on the OWLS Board from the Clintonville area. The OWLS Board meets the third Thursday of the month at 6:30 p.m. and meetings rotate between Appleton and New
London. Kathy is looking for names of people to propose.

The Winnefox Library System is sponsoring a listening session for Senator Luther Olsen at 10:00 a.m. on Friday, April 15 at the Wautoma Public Library to give residents of the 14th Senate District an opportunity to talk about the importance of libraries and the need for library support in the state budget. Senator Olsen is a member of the Joint Finance Committee. The three Assembly representatives whose districts make up the 14th District will also be there. Anyone interested in attending, please let Kathy know.

Business:

Gift & Memorial Account.
A history of the major donations to the Clintonville Public Library was presented. From 1991-1994 a total of $41,314.22 was received from the Caroline Mantin estate. Her will stipulates that the money be used "to erect or construct a capital improvement to the library at the discretion of the library board." The money has been placed in cds, savings accounts, and the City's general fund over the years. Some funds were spent on the library addition. The funds in the Mantin donation as of 12/31/04 are $23,645.73.
Other donations invested in cds for the library were tracked. $25,000 was donated to the library from the Mable Schultz estate. Her will stipulates that "said funds be used to purchase equipment for the new library and ask that a memorial plaque be placed in the new building acknowledging the gift." Funds were spent on the library addition from the Schultz donation. As of 12/31/04 the funds in the Schultz donation are $33,401.58.
$10,000 was donated in memory of Gladys Thompson in 1999 and as of 12/31/04 the balance is $12,710.77. $10,000 was donated in 1999 by Clintonville Chapter No. 27 of the Order of Eastern Star (OES). The balance of those funds as of 12/31/04 is $12,888.54. No stipulations were found for either the Thompson or OES funds.

Approve revised Special Accounts Reports.
Revised versions of the Special Accounts Reports for December 2004 and January 2005 were presented because the labels on two accounts had inadvertently been switched. It was also reported that money from another donation in memory of Anne H. Miller had been combined with the Mantin funds in the library's savings account.
Motion by Schoenike, seconded by Brockhaus to approve the revised Special Accounts Reports for December 2004 and January 2005 and to correct the division of the Mantin and Miller funds into separate accounts. All present voted aye, motion carried

CD Investment.
The CD to be invested from the Gift and Memorial Funds will be in the amount of $6,000 and includes the Miller donation which is currently in the library's savings account.

Long Range Plan.
After talking with local, county, and state officials about future funding issues the committee has lost some of its focus due to lack of funds. It was decided to discuss key things that the board would like to see happen at the next board meeting.

Clintonville's 150th Birthday Celebration.
Sandy Loberg talked about the dignitaries etc. for the 150th Celebration. Kathy talked about the boat building session the library will host.

Recognize Ray Brockhaus.
Ray's last meeting is today. Cathy Belliveau expressed her appreciation to him for his input on the Board.

Director's Evaluation.
The Director's Evaluation was completed. Kathy will report on her goals for 2005 at the next board meeting.
