Minutes of the Clintonville Public Library Board of Trustees

November 16, 2005

The regular meeting of the Clintonville Library Board was called to order by Jerald Schoenike at 4:10 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.

The following members responded to roll call: Virginia Federwitz, Ray Kasel, Beverly Kersten, Sandy Loberg, and Jerald Schoenike.
Excused absent: Cathy Belliveau, Tom O’Toole

Citizen’s Forum: no citizen’s present

Moved by Jerald Schoenike, seconded by Ray Kasel to approve the minutes of the September 21, 2005 regular meeting as printed. Motion carried unanimously.

Moved by Beverly Kersten, seconded by Sandy Loberg to approve the September and October Financial Reports and Special Accounts Reports as printed. Motion carried unanimously.

Moved by Sandy Loberg, seconded by Ray Kasel to approve the total expenses, including salaries, in the amount of $26,887.87 for October and $37,623.13 for November. Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.

Business:

Summer Library Program.
Diane Raschke, Children’s Librarian, reported on the summer program. The Summer Reading program numbers for the readers and pre-readers dropped from last year, but the Teen and Adult participants increased. The attendance in story times increased slightly from last year. There was a shift from Library Story Time to Summer School Story Time, possibly because of the new 4K summer school classes. There was also a time change for story times. Tuesday afternoon story times were changed to Monday mornings, this evened out the numbers attending between the two days. Last year there was a huge crowd on Tuesdays mornings and only a few in the afternoon. This year the story times at the library were very similar in size and much easier to manage. There was an increase (42 children and 7 adults) in the Special Events attendance even though there was one less event than last year.

Library CD.
Kasel moved, Kersten seconded transfer of the Combined CD to Dairyman’s State Bank for 9 months at 4.59% APY. Motion carried.

2006 Calendar.
Schoenike moved, Kersten seconded regular days closed plus February 20 th (computers down) and December 23 rd (Christmas holiday). Motion carried.

Building and Grounds.
The air conditioner will be checked for leaks. Cost could be between $600 and $5,000 depending on where the leak is found.
The tree in the parking lot should be cut down. The Public Works Department will take care of this. A replacement will be planted in the spring.

Capital Improvements.
Proposals were received from Krueger’s Sign & Electric for a dedicated outlet and a wall mounted computer equipment rack required by the statewide BadgerNet upgrade at a cost of $1,000 and wiring two floor boxes in the workroom at a cost of $580.20. Three computers are needed to replace three catalog computers and they are estimated to cost approximately $1,060 each. Kasel moved, Kersten seconded to authorize the purchase of three computers, the BadgerNet upgrade, and wiring. Motion carried.
Kasel moved, Loberg seconded to award the interior painting contract to Ted Lipanot Painting at a cost of $4,023 to be completed by the end of the year. Motion carried.
Due to unexpected costs for air conditioner repair and tree replacement next year, the Board will ask the City Council to carry over the remaining 2005 capital funds to 2006 including funds which could be used to cover the cost of painting the handrails and power washing the railroad tie benches.

2006 Salaries & Budget.
The City Council will adopt the budget on November 22 nd.

2005 Budget.
Schoenike moved, Kasel seconded to authorize the director to spend 2005 monies as needed on books, materials, maintenance supplies, etc. not to exceed the total amount of the budget and to report back at the December meeting. Motion carried.

Fines and Loan Periods.
The new automation system doesn’t allow as much flexibility in these areas, so OWLS is asking for standardization among libraries.

Loan periods would include:
Books 28 days with 2 renewals
CDs 28 days with 1 renewal
Magazines 14 days with 1 renewal
Videos 7 days with 1 renewal
All can be renewed by phone.

Fines are currently 5 cents per day with a maximum fine per item of 50 cents. Under the new automation system fines will stay at 5 cents per day but the maximum fine per item will be raised to $5. Fines will never exceed the cost of the item.

Library Anniversary.
As of November 11 th circulation was at 93,000 items. A gift from the Friends of the Library will be given to the person who checks out the 100,000 th item.

Long Range Planning.
A meeting with Rick Krumwiede and Greta Thompson is scheduled for December 3 rd from 8:30-12:30.

Legislative Update
According to a new report the public use rate of Wisconsin libraries is up. 57% of Wisconsin residents use libraries. Director Mitchell briefed the Board on current legislative issues.

Director Mitchell made the board aware of a possible donation for a local history project. She is working with the donor to find a project.

Moved by Beverly Kersten, seconded by Ray Kasel to adjourn at 5:43 p.m. Motion carried unanimously.
