Minutes of the Clintonville Public Library Board of Trustees

September 21, 2005

The regular meeting of the Clintonville Library Board was called to order by Jerald Schoenike at 4:05 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements. Cathy Belliveau arrived at 4:08 and took charge of the meeting.

The following members responded to roll call: Virginia Federwitz, Ray Kasel, Sandy Loberg, Jerald Schoenike, and Tom O’Toole.
Excused absent: Beverly Kersten
Others present: Kathy Mitchell
Citizen’s Forum: no citizen’s present

Moved by Tom O’Toole, seconded by Ray Kasel to approve the minutes of the August 17, 2005 regular meeting as printed. Motion carried unanimously.

Moved by Tom O’Toole, seconded by Sandy Loberg to approve the Financial Report and Special Accounts Report as printed. Motion carried unanimously.

Moved by Ray Kasel, seconded by Jerald Schoenike to approve the total expenses, including salaries, in the amount of $26,350.26. Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.

Business:

2006 Salaries and Budget..
City Administrator Kotter put a 2% increase in the library budget. The amount listed for general property taxes is $255,000. This does not include the $8,000 from the library fund balance in 2005. OWLS funding is unsure at this time because the Waupaca and Outagamie County budgets have not been finalized. The budget was figured using a 40% increase for natural gas and 20% for electricity. Computer and safety training account for an increase in staff training next year. Adult and Juvenile Fine Arts and AV were each cut by $900. Director Mitchell is to check if any excess funds can be rolled over to next year.

Moved by Ray Kasel, seconded by Jerald Schoenike to approve the preliminary budget dated 9/21/05. Motion carried unanimously.

Tree Trimming.
Director Mitchell will check with Steve Heckman if the tree in the parking lot should be trimmed or replaced.

Endowment Fund.
Moved by Jerald Schoenike, seconded by Ray Kasel to approve changes in the Endowment Fund Policy. Motion carried unanimously.

“Gift” Policy.
Moved by Ray Kasel, seconded by Sandy Loberg to approve the Gift Policy. Motion carried unanimously.

Library Anniversary.
The library’s anniversary will be recognized at the Friends of the Library annual meeting.

F.O.L.
The board members signed a thank you to the Friends for the many ways they assist the library.

Long Range Plan.
The long range plan was tabled for now but hopefully will be completed before the year’s end.

Legislative Update
Due to time constraints, Director Mitchell had no legislative update.

Thank you notes were read from Ellen Rineck, Karen Austin, and Cathy Belliveau.

The district attorney notified the library of the disposition of the stolen CD case. Hopefully, restitution will be made.
