Minutes of the Clintonville Public Library Board of Trustees

August 16, 2006

The regular meeting of the Clintonville Library Board was called to order by Jerry  Schoenike at 4:08p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.

The following members responded to roll call:  Virginia Federwitz, Ray Kasel, Sandy Loberg, and Jerald Schoenike.
Excused absent:  Beverly Kersten
Absent:  Cathy Belliveau and Tom O’Toole
Others present:  Kathy Mitchell

Citizen’s Forum:  none

Kasel moved, Loberg seconded to approve the minutes of the July 19, 2006 regular meeting as printed.  Motion carried unanimously.

Kasel moved, Loberg seconded to approve the Financial Report and Special Accounts Report as printed.  Motion carried unanimously.

Schoenike moved, Kasel seconded to approve the total expenses, including salaries, in the amount of $27,825.78.  Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.
It was discussed that the roof tile should be checked periodically.

Business:

CD Investment
Loberg moved, seconded by Kasel  to reinvest the combined Thompson, Schulz, Mantin, OES CD for twelve months at 5.5% at Dairymans Bank.  Motion carried unanimously.

2007 Salaries and Budget
Several items were discussed.  Department heads have been directed to calculate 1.5% and 3% wage increases.  There would be a $2,822 difference between these two figures.  Director Mitchell would recommend that all pages and dusters be paid the same amount ($6.50).

There is a projected 15% increase in health care as well as an increase in liability insurance.  This is the second year of a 2% freeze.

The Outagamie County Board president will recommend that OWLS be funded as requested.  Nothing has been heard from the Waupaca County Board.  The Clintonville Library funding will be down from Outagamie County.  Its share from the Nicolet System would be $6688 for 2007.

Discussion centered on sustaining the current level of service.  Director Mitchell would prefer a cut in purchasing materials and subscriptions as opposed to cutting the number of hours the library is open.  Perhaps a listen of periodicals can be posted and patrons can offer to purchase these for the library.  Another thought was to use the interest money from the endowment fun to purchase materials.

Personnel Handbook
No action was required.

Legislative Update
SB 272 would affect the Library.  Advice has been received that if the situation has been working well, the new law should not be invoked.
