Minutes of the Clintonville Public Library Board of Trustees

October 16, 2006

The regular meeting of the Clintonville Library Board was called to order by Jerry Schoenike at 4:03pm in accordance with Wisconsin Open Meeting Laws and ADA requirements.  Cathy Belliveau took charge of the meeting at 4:15pm.

The following members responded to roll call:  Virginia Federwitz, Ray Kasel, Beverly Kersten, Sandy Loberg, Tom O’Toole, and Jerald Schoenike.  Cathy Belliveau arrived at 4:15 pm.

Citizen’s Forum:  No citizens present

Moved by Kasel, seconded by Kersten to approve the minutes of the September 20, 2006 regular meeting as printed.  Motion carried unanimously.

Moved by O’Toole, seconded by Loberg to approve the Financial Report and Special Accounts Report as printed.  Motion carried unanimously.  Director Mitchell commented that building insurance will be $2800, up $500 from the budgeted amount.

Moved by Kersten, seconded by O’Toole to approve the total expenses, including salaries, in the amount of $31,608.71. Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed. 

More information was distributed on the Unique Management Collection Agency.  Director Mitchell was directed to check on patrons who owe more than $100.  The OWLS standards are one item and $25.  Clintonville Library was about in the middle of libraries with outstanding money due.

Plaque Lights
There have been several problems with the lights over the donor plaque inside the library.  Krueger Sign and Electric gave an estimate of $488 to replace the fixtures.  Director Mitchell will call Krueger’s to find the source of the problem before replacing the fixtures.  It was also suggested to try and obtain some other estimates.

2007 Calendar
Schoenike moved, Kersten seconded to approve the proposed 2007 calendar for the days the library will be closed with the addition of February 19 for a full day staff in-service.  Motion carried unanimously.

Displays and Exhibits Policy
At the present time Director Mitchell has not been accepting posters for political parties or appearances, charitable benefits, and author appearances at stores in the area.  She has been turning away some posters that she feels would be appropriate to display in the library.  Concerns were voiced about an increase in the amount of paperwork the staff would have to handle.  It was decided to table the matter to next month’s meeting.

2007 Salaries and Budget
Director Mitchell met with the Finance Committee.  The city budget was $70,000 over budget with the 2% freeze.  The general property tax support would be $255,000, down from $260,100 resulting in a $5100 cut to library funding.  The budget presented to the committee included a 3% pay increase and the increase in building insurance.  The $5000 would probably have to come out of the fine arts, magazines and periodicals, and book purchases.

This was presented to the board for their information.  No action will be taken at this time.

Moved by Kasel, seconded by Schoenike to adjourn at 4:55pm.  Motion carried unanimously.
