Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
April 18, 2007

The regular meeting of Clintonville Library Board was called to order by Jerald Schoenike at 4:03p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements. 

The following members responded to roll call:  Virginia Federwitz, Ray Kasel, Beverly Kersten, Sandy Loberg, and Jerald Schoenike.
Cathy Belliveau arrived at 4:09p.m.
Excused absent:  Tom O’Toole
Others present:  Kathy Mitchell

Citizens Forum:  No citizens present

Moved by Kersten, seconded by Federwitz to approve the minutes of the March 21, 2007 regular meeting as printed.  Motion carried unanimously.

Moved by Kasel, seconded by Loberg to approve the Financial Report and Special Accounts Report as printed.  Motion carried unanimously.

Moved by Kersten, seconded by Loberg to approve the total expenses, including salaries, in the amount of $40,128.10.  Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.

BUSINESS

Board Appointments
Ray Kasel has been reappointed to the Board.  The other vacancy will hopefully be filled by next month’s meeting.

The Board expressed their appreciation to Bev Kersten for her many years of service.

Board Meeting Time
Most board members like the present meeting time.  It will be kept as is.

Plaque Lights
Kasel moved, Kersten seconded a motion to award Krueger’s Sign and Electric the bid for one fixture at a cost of approximately $293.45.  Motion carried.

If one fixture does not provide enough light, another will be added.

Wireless Access
Schoenike moved, Loberg seconded a motion to have Wire Technologies, Inc. install the wireless access at a cost of $3,427.00.   Motion carried.

This firm was recommended by Dave Bacon.  The bid will cover two access points.  The installation may possibly be done yet this spring with the assistance of OWLS.

Discussion centered on if there is a policy to only spend the interest from these funds.  Does the endowment policy need to be examined?  Do we need to publicize the fund for those who may be interested in contributing to it?

2008 County Budget Request
There has been a 7% increase in municipal circulation with a 9% increase in county circulation.  Funding for the Clintonville Library is projected to be up about $3,787 in Outagamie County and down about $8,463 in Waupaca County.

2008-2012 Long Range Plan
The Board discussed making appeals to the town boards for funding.  Schoenike moved, Loberg seconded the motion to accept the updated, revised long range plan for 2008-2012.  Motion carried.

2008-2012 Capital Plan
The plan was not changed except for the addition of the year 2012.  Four PCs and a staff printer were added at a cost of $6,400.

Director Mitchell said she has been encouraged to keep the old microfilm machine running as long as possible.  Patrons prefer to use it as opposed to the new digital machine which requires the use of the computer.

Legislative Issues
Director Mitchell brought the Board up to date on current legislation.  In particular she mentioned Act 420 which has been passed and will take effect in 2008.  This  concerns the reimbursement of counties.

Moved by Kersten, seconded by Kasel to adjourn at 5:15p.m.  Motion carried unanimously.
