Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
August 15, 2007

The regular meeting of the Clintonville Library Board was called to order by Cathy Belliveau at 4:09 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.

The following members responded to roll call:  Cathy Belliveau, Virginia Federwitz, Ray Kasel, Sandy Loberg, Joan Paulson, and Jerald Schoenike.
Excused absent:  Tom O’Toole
Others present:  Kathy Mitchell

Citizens Forum:  No citizens present

Moved by Kasel, seconded by Paulson to approve the minutes of the July 18, 2007 regular meeting as printed.  Motion carried unanimously.

Moved by Paulson, seconded by Kasel to approve the Financial Report and Special Accounts Report as printed.  Motion carried unanimously.

Moved by Schoenike, seconded by Kasel to approve the total expenses, including salaries, in the amount of $28,197.27.  Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.  The Friends of the Library made approximately $600. at the FOL Used Book Sale July 20th and 21st.  Director Mitchell has been conducting interviews for the page and page/duster positions.  Applicants for part-time work do not have to fulfill the residency requirements.  This may come into play in hiring a substitute.

BUSINESS

Carpeting
Scott Klotzbuecher was present representing Torborg’s to give information on carpeting.  He reported that carpet tiles are two to three times the price of regular carpeting.  10% extra should be purchased for patching.  The patching would probably show when new tiles are put into place after 6-7 years of wear.

He also brought out the following points to consider in purchasing carpeting.  The carpeting should have unitary or stay-loc backing, be 26-28 oz. weight, and nylon fiber would be the most durable.  The bid should include the price of the carpet, the installation, the cost of the cove base, and the disposal of the old carpeting.

He would need about three weeks notice for prep time.  He was willing to work with the movers but said that the carpet should have one day rest to allow the glue to dry.

Dan Mitchell could not attend this meeting but will be contacted to make his presentation at the September 19th board meeting.  Dennison’s did not respond so Director Mitchell will contact them to see if they are interested.  If so, they can present at the next board meeting as well.

Much discussion centered on when the carpet should be installed and how many days the library would need to be closed.  Lisa Kuss and/or Mike McCord would be willing to help with the specifications for bidding and to help open the bids.

Information on the moving companies was also presented.  The time estimate ranged from 5-6 days up to two weeks.  It would be more costly to have the moving over a weekend.  Costs could be lowered if staff and volunteers could assist.  Director Mitchell will contact the companies to see if they had allowed time for the carpet glue to dry and what impact that would have on the process.  The two companies that have given bids are Yerges Moving and Storage from Fort Atkinson and Total Relocation Services from Green Bay.

Monthly Activities Report
The board members responded favorably to the new format of the monthly activities report.  The new format covers some statistics that we previously did not have in our report.  It should make the year end figures and the state annual report easier to file.

CD Investment
The CD is being transferred to First State Bank for nine months at a rate of 5.350%.

October Board Meeting
Director Mitchell asked that the Board meeting for October be moved to the 10th  due to scheduling conflicts with meetings.  Schoenike moved, Loberg seconded to move the October board meeting to the 10th from the 17th.  Motion carried unanimously.

Personnel Handbook
Changes that were made to the city personnel handbook at the July Council meeting were shared with the board.  Director Mitchell has not yet received the official wording from the city handbook.

2008 Salaries and Budget
Nothing was presented as Director Mitchell has not received any figures from the city.  The city, in turn, is waiting to see what is passed in the state budget.

Legislative Issues
An e-mail from Lisa Strand, executive director of the Wisconsin Library Association shared four areas of concern to share with state legislators.
-Retain the exemption from county levy limits for payments counties make to public libraries
-Retain the statutory maintenance of effort (MOE) requirement for membership in a public library system
-Protect the Common School Fund from a provision that would ultimately reduce funding for school libraries
-WLA supports the UW-System at the level contained in the Executive and Senate Budgets
