Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
February 21, 2007
The regular meeting of the Clintonville Library Board was called to order by Beverly Kersten at 4:09 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirement. Cathy Belliveau took charge of the meeting at 4:20p.m.
The following members responded to roll call: Virginia Federwitz, Ray Kasel, Beverly Kersten, Sandy Loberg, and Tom O’Toole.

Citizens Forum: No citizens present
Moved by Loberg, seconded by Kasel to approve the minutes of the January 17, 2007 regular meeting as printed. Motion carried unanimously.
Moved by O’Toole, seconded by Loberg to approve the Financial Report and Special Accounts Report as printed. Motion carried unanimously.
Moved by Kasel, seconded by Kersten to approve the total expenses, including salaries, in the amount of $36,125.33. Motion carried unanimously.
The Librarian’s Report was discussed and filed.
BUSINESS
State Annual Report
Moved by Kasel, seconded by O’Toole to approve the State Annual Report. Motion carried unanimously.
Statement Concerning Public Library System Effectiveness
Moved by O’Toole, seconded by Loberg to approve the statement concerning the effectiveness of the public library system. Motion carried unanimously.
Local Annual Report
The local annual report was presented in bookmark form. Kasel moved, Kersten seconded to approve the local annual report. Motion carried unanimously.
Annual Summary of Friends Contributions
The Friends of the Library contributed at total of $3,325.62 to support library programs. They paid for all of the publicity for library programs as well as contributing money for performers and prizes for the summer library program.
Library Board Composition
The State Statues have been changed concerning the composition of local library boards. The County Chairman may appoint members to the library board. The percentage of county funding determines how many members can be appointed. Waupaca Country contributes $97,000. of the $384,888. Clintonville Library budget.
Meeting Room Policy
The meeting room policy was discussed. A change was made to Section #3. If groups meet beyond regular library hours, they shall be charged $35. per hour or fraction thereof.
Section #11. was amended to read: It is NOT the responsibility of the library staff to set up or operate any equipment. Any presentation must comply with current copyright laws. The Library is not responsible for any equipment, supplies, materials, clothing or other items brought to the Library by any group or individual attending a meeting.
A copy of the equipment policy will be attached to the meeting room policy when presented to a potential user.
Kasel moved, Loberg seconded to approve the changes to the meeting room policy. Motion carried unanimously.
Displays and Exhibits Policy
The policy has a place for people to sign to indicate that they have read the policy and release the library from any responsibility for their items while they are on display. Kasel moved, Kersten seconded to approve this change to the display and exhibits policy. Motion carried unanimously.
Wireless Access
OWLS is projecting that the wireless access installation will be done this spring. The site inspection and survey can be completed ahead of time. The cost may be several hundred dollars more than has been budgeted. Kasel moved, Kersten seconded to go ahead with the wireless access taking additional funding needed for the project from the capital fund. Motion carried unanimously.
Trust Fund Plaque
Director Mitchell will check with Joan Paulson and Robert Billings to see if they are in agreement with having their names put on the plaque. The company in Wittenberg that originally designed the plaque has been sold to a couple in Germantown. Dr. Schoenike has volunteered to take the pieces to be engraved to Germantown.

This item was tabled until the next meeting.
Meet with Representative
Board members were reminded of the meeting with State Representative Kevin Petersen Monday, March 5th at 10:30 a.m. in the Wisconsin Room.
Legislative Issues
Information was presented concerning library-related items in the state budget and a bill being introduced to allow gift fund transfers to library foundations.
Moved by Kasel, seconded by Kersten to adjourn at 4:55p.m. Motion carried unanimously.
