Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
May 16, 2007

The regular meeting of the Clintonville Library Board was called to order by Jerry Schoenike at 4:05 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.  Cathy Belliveau took charge of the meeting at 4:15 p.m.

The following members responded to roll call:  Virginia Federwitz, Ray Kasel, Tom O’Toole, and Jerald Schoenike.

Others present:  Kathy Mitchell and Diane Raschke

Citizens Forum:  No citizens present

Moved by Kasel, seconded by Schoenike to approve the minutes of the April 18, 2007 regular meeting as printed.  Motion carried unanimously.

Moved by O'Toole, seconded by Kasel to approve the Financial Report and Special Accounts Report as printed.  Motion carried unanimously.

Moved by Schoenike, seconded by O’Toole to approve the total expenses, including salaries, in the amount of $53,884.83.  Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.
The Board will donate $40. to the Ronald McDonald House in memory of Edward Kokaly, Diane Raschke’s father.  He died in Marshfield on May 8th.

BUSINESS

Summer Program Presentation
Information on the “Get a Clue @ Your Library” 2007 summer program was presented by Children’s Librarian, Diane Rashke.  She has been hosting presentations at the library and in the schools promoting the program.  The special events are being funded through the Outagamie Waupaca Library System and the Friends of the  Library.  A new feature of the program this year is online registration.

Board Appointments
As of the May 8th City Council Meeting, the Mayor has not appointed anyone to the Library Board.

Election of Officers
Moved by O’Toole, seconded by Kasel to keep the same slate of officers.  Motion carried.  The officers will be Cathy Belliveau, president; Jerry Schoenike, vice-president; and Virginia Federwitz, secretary.

Plaque Lights
The light has been installed by Krueger Sign and Electric over the donor plaque in the library.  The feeling of the board members, after viewing the light, was that it is sufficient to light the area.

Endowment Fund Policy
The Board reviewed the present endowment policy.  Discussion centered on spending only the interest, not the principal of the fund, with the exception of money donated for specific purposes.  It was decided to leave the policy as is.  The policy will be published and distributed to investment advisors in the area in an effort to encourage donations to the library.

An auxiliary discussion took place on setting aside money to be used in moving the shelving when the new carpeting is installed.  Director Mitchell had received information from a company that does such work.  She will investigate other companies that do this type of work.  There was also discussion on setting up bid specifications for the new carpeting.

Public Access Computer Policy
Action on this item was tabled until the June meeting so that wireless access can be included in the policy.  Discussion centered on lowering the age of children who can use the computers without a parent present.  Sixth grade was felt to be an appropriate age.  This will give them more access to using computers for school assignments.

2008 County Funding
Projected funding from the Nicolet Federated Library System was discussed. 
Note:  In an e-mail to the Board, Director Mitchell sent revised figures.  These, however, are still just preliminary figures.

Long Range Planning
Several people including the mayor have asked how the library will sustain services if the current levels of growth continue.  Rick Krumwiede shared some of his thoughts on this issue with a memo to the board.  There was much discussion but no action was taken.

Legislative Issues
The Joint Finance Committee approved a budget proposal that modifies a provision in the budget bill that would exclude   county library reimbursements from the proposed levy limits and apply it to payments to libraries both within a county and in adjacent counties.
SB-1 was approved by the State Senate.  This allows a library board to transfer donations made to the library to a charitable organization exempt from federal income tax under the Internal Revenue Code, provided the organization’s purpose is to provide support for the public library.

Moved by Schoenike, seconded by Kasel to adjourn the meeting at 5:07 p.m.  Motion carried unanimously.
