Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
September 19, 2007

The regular meeting of the Clintonville Library Board was called to order by Jerald Schoenike at 4:04 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.

The following members responded to roll call:  Virginia Federwitz, Ray Kasel, Sandy Loberg, Joan Paulson, and Jerald Schoenike.  Cathy Belliveau arrived at 4:15 p.m.

Citizens Forum:  No citizens present

Moved by Schoenike, seconded by Loberg to approve the minutes of the August 15, 2007 regular meeting as printed.  Motion carried unanimously.

Moved by Schoenike, seconded by Kasel to approve the Financial Report and Special Accounts Report as printed.  Motion carried unanimously.

Moved by Kasel, seconded by Paulson to approve the total expenses, including salaries, in the amount of $27,656.81.  Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.

BUSINESS

Carpeting
Dan Mitchell, D. Mitchell Interiors, and Scott Lemminger, Shaw Carpet territory manager gave information on carpeting.  They gave the following information.  They would recommend 28 oz.  8 gauge nylon carpeting, guarantee the workmanship for five years, order 3-5% amount of carpeting for repair, order with a stalok backing system.

There are three types of backing: regular action back (warranted for 10 years), unitary (warranted for 10 years) and stalok (lifetime warranty).  The stalok is the best backing in the industry with a vapor barrier and lifetime stain warranty.  It costs $2-3 more per square yard.  Dan would bid all three types of backing.  He emphasized that the backing and installation are important.

Other points to consider were protecting the raw edge of the carpeting as it is laid.  Furniture could be set on it but not pulled across the edge.  As the gauge of the carpeting goes up so will the cost.  Night and weekend installation will probably be more expensive.  The Library is buying at the right time as installers need work.

The cove base removal may require that painting be touched up.  If the carpet is thicker, the paint repair may not be as great.

Mitchell would take care of moving the furniture in the offices, workspace, and meeting room but not the computers.

He felt the bid should include:  28 oz. nylon carpeting, either 8 or 10 gauge; the type of backing; samples of each type of carpet bid; the measurements to be used; the cove base; removal and disposal of existing carpeting; 3-5% of total carpeting to be used for repair; warranty for the carpet and cove base; and moving of furniture in the offices, workspace, and meeting rooms.

Shaw Carpet Manufacturing has developed a process for recycling the old carpet that would be removed from the library.  This recycling would be done at a plant in Georgia.

Dennison’s was not interested in making a presentation to the board but would like to bid on the carpeting.

A timetable was set up for the carpet bidding process. A draft of bid specifications would be needed by the October board meeting.  The bidders would need to be notified that week.  The bids would need to be returned by November 5th at 4 p.m.  The board would have to have a special meeting to open the bids.  It was tentatively scheduled for November 5th at 4 p.m.

Personnel
Schoenike moved, Loberg seconded to approve the following personnel changes:  substitute Larissa Holbrook moving into the 20 hour per week position vacated by Karen Austin, Adam Maslanka replacing library page Alisa Thiel, and Molly Maas replacing duster/page Hilary Rosenheim.  Motion carried unanimously.

CD Investment
Kasel moved, Loberg seconded to give permission to authorize City Clerk-Treasurer Peggy Johnson to obtain CD rates from the local financial institutions and to invest the CD at the local institution with the most favorable rate and terms.  Motion carried unanimously.

Security Camera
Dan Utschig from Federal Security Inc. has donated a camera to cover the adult DVD/video area.  Director Mitchell will send a note of thanks.

Lift Safety Test
A full 750 pound load test of the lift is mandatory every five years by the state.  The library lift needs to have the test performed by early January 2008.  The cost of the test is $600. if the library provides the 750# of weight.  If the company provides the weight, the cost is $675. These are the costs from the company who does the servicing of the library lift.  Other bids have ranged up to $1400.

The test should be done before the inspector returns so the library in early January. 

2007 and 2008 Capital Improvement Program
Information of the money spent so far this year from the capital budget was provided.  The cost of the self-checkout station in Sturgeon Bay was $6465. plus $1000 for a laser printer to replace the printer in the director’s office.  Presently, there is $8925.  budgeted for the materials detection system in the capital budget.  It requires the placing of the detection strips and is more labor intensive.

2008 Salaries and Budget
Director Mitchell had not received a timeline from the city council as of the meeting.  She would like an approved budget to take before the council.  She made the following comments about the proposed budget.  She has figured in a 3% raise in salaries. 350 extra hours were added as a buffer to cover vacations.  This created a 4.74% increase in the salary portion of the budget.  Operating expenditures were up 2.5%. 

Loberg moved, Paulson seconded to approve the budget as presented.  Motion carried unanimously.

Personnel Handbook
This matter was tabled as no official wording on the changes has been received.
