Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
July 17, 2008
The regular meeting of the Clintonville Library Board was called to order by Cathy Belliveau at 4 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.
The following members responded to roll call: Cathy Belliveau, Virginia Federwitz, Ray Kasel, Joan Paulson, Jeannie Schley, and Jerald Schoenike. Excused absent was Tom O’Toole. Others present: Kathy Mitchell.
Citizens Forum: No citizens present.
Moved by Schoenike, seconded by Kasel to approve the minutes of the June 19, 2008 regular meeting as printed. Motion carried unanimously.
Moved by Schoenike, seconded by Schley to approve the Financial Report and Special Accounts Report as printed. Motion carried unanimously.
Moved by Paulson, seconded by Kasel to approve the total expenses, including salaries, in the amount of $30,408.31. Motion carried unanimously.
The Librarian’s Report was discussed and ordered filed.
BUSINESS
CD Investment
The CD which came due on June 28th was reinvested on July 8, 2008 with an additional $5000. from Gift and Memorial funds at First State Bank for seven months with an annual percentage yield of 3.15%. The amount in that CD is now $11,906.86.
Kasel moved, Schoenike seconded to give permission to the city clerk/treasurer to reinvest the combined CD coming due on August 13th at the best rate available at a local financial institution. Motion carried unanimously.
Director Mitchell gave the board members an updated history of donations to the Clintonville Public Library.
Computer Upgrade
Schoenike moved, Paulson seconded to give permission to close the library at 5 p.m. on Tuesday, July 29th due to a computer upgrade. Motion carried unanimously.
Senior Service Program
The Library has been approached by NEW Curative Rehabilitation, Inc. to be a possible host site for the Senior Service Employment Program if they have a suitable participant from our area. There is a voluntary contribution on the part of the host agency of $50. per month for administrative costs. The person would be from the Clintonville area, 55 or over, low income, and would work for about twenty hours a week.
Paulson moved, Kasel seconded to approve the host agreement with Senior Service Employment. Motion carried unanimously.
Custodian Position Descriptions
Schoenike moved, Schley seconded to approve the job descriptions for Custodian I and II positions, as corrected, and a name change for the duster position to Library Page/Duster. Motion carried unanimously.
2009 Salaries and Budget
Director Mitchell had no information to present at this time. She did ask the board to consider the pay scale for people who have worked at the library for more than twenty years as there are a number of employees who will be approaching this landmark.
Review Trustee Essentials 8 and 9
Director Mitchell pointed out that Trustee Essential 9: Managing the Library’s Money has been updated recently due to a change in the Wisconsin State Statues. Also of interest this time of year is Trustee Essential 8: Developing the Library Budget. Trustees may view these at http://www.clintonvillelibrary.org/board.asp.
Tour of the Library
Director Mitchell gave the board a brief tour of the upstairs portion of the Library.
Moved by Schley, seconded by Paulson to adjourn at 5:00 p.m. Motion carried unanimously.
