Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
October 16, 2008

The regular meeting of the Clintonville Library Board was called to order by Jerald Schoenike at 4:01 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.

The following members responded to roll call:  Virginia Federwitz, Ray Kasel, Joan Paulson, and Jerald Schoenike.  Cathy Belliveau arrived at 4:15 p.m.  Excused absent were Tom O’Toole and Jeannie Schley.

Others present were Kathy Mitchell and Diane Raschke.

Citizens Forum:  No citizens present

Moved by Paulson, seconded by Kasel to approve the minutes of the September 18, 2008 regular meeting as printed.  Motion carried unanimously.

Moved by Kasel, seconded by Schoenike to approve the Financial Report and Special Accounts Report as printed.  Motion carried unanimously.

Moved by Kasel, seconded by Paulson to approve the total expenses, including salaries, in the amount of $32,909.62.  Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.

Business:

Summer Program Report—Children’s Librarian
Diane Raschke, Children’s Librarian, reported on the summer program.  Most of the numbers increased or decreased only slightly from last year.  This was the first summer there was a special event for the teens.  The Mendhi Art program was a bit hit with 24 teens attending.  The Teen Trucks (DDR and Guitar Hero) program from the school year was continued through the summer and had lower attendance than during the school year, possibly because of job commitments.  One big improvement this summer was taking a bubble machine to the Bear Creek storytimes. It was an easy and time-saving way to call kids to storytime.

15 Hour Library Technician Position
Twelve candidates were interviewed for the position.  Two were especially qualified.  Jameson Hein will start in the position next week.  Lucy Erickson, retired Weyauwega librarian, will be asked if she would substitute, if needed.  Director Mitchell and OWLS staff will assist in training the individuals.

Chamber Business After Five
This event will be held next Tuesday, October 21, from 5-7p.m.  Kathy Mitchell and Diane Raschke will lead tours as needed.  Door prizes will include copies of the book, The Last Lecture, and T-shirts.  Jeannie Schley is taking care of the refreshments.

2009 Calendar of Days Open
The 16th of February was added to the days closed—it will be used for an in-service day.  The 3rd and 4th of July were left to the Director’s discretion as she finds out what other area libraries will be doing.  Paulson moved, Kasel seconded to adapt the proposed calendar of days open with the above two additions.  Motion carried unanimously.

2008 Capital Funds
Kasel moved, Schoenike seconded to purchase the self-checkout workstation and floormats, with the cost not to exceed the remainder of the 2008 capital budget fund.  Motion carried unanimously.

2009 Salaries and Budget
The City Finance Committee met on October 9th to review the library’s proposed budget.  They are in the process of reviewing department proposals.  No new information was presented at the meeting.

Gift and Memorial Funds
At the City Finance Committee meeting the question of using some of the library’s gift and memorial funds to supplement the operating budget was raised.  Some of the funds are specially earmarked for larger projects and cannot be used for operating budget.  The thought was also brought forward that such a use of funds may actually deter potential donors of funds.

Moved by Schoenike, seconded by Kasel to adjourn at 5:26 p.m.  Motion carried unanimously.
