Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
October 27, 2008
A special meeting of the Clintonville Library Board was called to order by Cathy Belliveau at 4:13 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.
The following members responded to roll call: Cathy Belliveau, Virginia Federwitz, Ray Kasel, Tom O’Toole, Joan Paulson and Jeannie Schley. Excused absent was Jerald Schoenike.

CD Investment
Kasel moved, O’Toole seconded to give permission to have the City Clerk/Treasurer reinvest the Mantin Savings CD, which comes dues November 2nd, at the best rate available at a local financial institution for no longer than one year. Motion carried unanimously.
2009 Salaries and Budget
The city is requesting a city appropriation increase of 2% for the library instead of the 4.25% that was proposed in the library’s 2009 budget. The Waupaca County Finance Committee has agreed to increase library funding from 83% to 85% in 2009 so the funds from Waupaca County will be higher than originally anticipated.
Other changes made in the budget to adjust to these changes include reductions in adult and juvenile fine arts and AV spending, and reductions in gas, water, and electricity expenditures. Other changes were made in staff hours and salaries but a 3% increase over 2008 wages was made for all steps.
O’Toole moved, Kasel seconded to approve the amended 2009 Salaries and Budget. Motion carried unanimously.
2009 Capital Budget
More money was budgeted for city capital projects in 2009 than has been borrowed for those expenses. The library’s 2009 capital budget included $21,000 for replacement of the air conditioning system based on its age. Director Mitchell requested taking that money out of the capital budget for 2009.
Paulson moved, Schley seconded to take the $21,000 for air conditioning out of the 2009 capital budget and place it in the 2010 capital budget. The $10,000 for the microfilm reader/printer will be taken out of the 2010 capital budget and placed in to the 2009 capital budget. Motion carried unanimously.
Moved by Kasel, seconded by Schley to adjourn at 4:35 p.m. Motion carried unanimously.
