Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
September 18, 2008

The regular meeting of the Clintonville Library Board was called to order by Jerald Schoenike at 4:03 p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements.

The following members responded to roll call:  Virginia Federwitz, Ray Kasel, Joan Paulson, Jeannie Schley, and Jerald Schoenike. Late:  Cathy Belliveau arrived at 4:12.  Absent was Tom O’Toole.  Others present were Kathy Mitchell and Tim Biemal from the Tribune-Gazette.

Citizens Forum:  No citizens present

Moved by Kasel, seconded by Paulson to approve the minutes of the August 21, 2008 regular meeting as printed.  Motion carried unanimously.

Moved by Paulson, seconded by Schley to approve the Financial Report and Special Accounts Report as printed.  Motion carried unanimously.

Moved by Kasel, seconded by Paulson to approve the total expenses, including salaries, in the amount of $27,526.92.  Motion carried unanimously.

The Librarian’s Report was discussed and ordered filed.

BUSINESS
Chamber Business After 5
Jeannie Schley will act as a liaison to the Friends of the Library Board members who are assisting with the Chamber Business After 5 event October 21 from 5:00-7:00 p.m.  The refreshments will be served in the meeting room.  There will be one more Library Board meeting before the chamber event.

Inside Doors
The Board authorized custodian Tom DeLeeuw to fix the inside doors so they can be properly locked.  It will take about $50. in materials.  For the time being the meeting room policy will not be changed—a staff person will need to be present when a meeting is held in the meeting room.  The repairs will enable the van delivery person to pick up books early in the morning without a staff person being present.

2009 Budget and Salaries
Director Mitchell presented several different 2009 budget scenarios with the only difference in them being the salary figures.  Paulson moved, Schoenike seconded to adapt the budget with the revised step schedule. 

Kasel moved, Schley seconded to adjourn into closed session according to Wis. Stats 19.85 (1)(c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility/Library personnel. Motion carried.  Schley moved, Schoenike seconded to reconvene into open session.  Motion carried. 
Paulson and Schoenike withdrew the motion to adapt the budget with the revised step schedule.  Schley moved, Kasel seconded to adapt the budget with a straight 3% raise that maintains the level of service and hours offered in 2008.  Motion carried unanimously.

Moved by Kasel, seconded by Schley to adjourn at 5:22 p.m. Motion carried unanimously.
