Minutes of the Clintonville Public Library Board of Trustees
Clintonville, Wisconsin
February 15, 2009
The regular meeting of the Clintonville Library Board was called to order by Jerald Schoenike at 4:16p.m. in accordance with Wisconsin Open Meeting Laws and ADA requirements. Cathy Belliveau took charge of the meeting at 4:19 p.m.
The following members responded to roll call: Virginia Federwitz, Joan Paulson, Jeannie Schley, and Jerald Schoenike. Cathy Belliveau arrived at 4:19 p.m. Excused absent were Ray Kasel and Tom O’Toole. Others present: Kathy Mitchell.
Citizens Forum: No citizens present
Moved by Schley, seconded by Paulson to approve the minutes of the January 15, 2009 regular meeting as printed. Motion carried unanimously.
Moved by Paulson, seconded by Belliveau to approve the Financial Report and Special Accounts Report as printed. Motion carried unanimously.
Moved by Schoenike, seconded by Paulson to approve the total expenses, including salaries, in the amount of $38,844.97. Motion carried unanimously.
The Librarian’s Report was discussed and ordered filed.
BUSINESS
CD Investment
The CD was awarded to First State Bank for 12 months at an APY of 3.20%.
Approve State Annual Report
Schoenike moved, Schley seconded to approve the state annual report. Motion carried unanimously.
Approve Statement concerning Public Library System Effectiveness
Federwitz moved, Schley seconded to indicate in the state report that the library system is providing effective leadership and is adequately meeting the needs of the library. Motion carried unanimously.
Approve Local Annual Report
Figures from the State Annual Report will be used to prepare the local report in bookmark form.
Picturing America Grant
The Library has been awarded the Picturing America grant. The collection of forty high-quality reproductions of American art and a Teacher Resource Book will be shipped to the library in March or April for display during the 09-10 school year.
Approve Installation of PC Management System
OWLS and NFLS have purchased Smart Access Manager (SAM) PC Management System software for the libraries in OWLS net. This software will manage the use of the public internet computers in the library including signing people up and limiting session times. The cost to the library would be $300. for a monitor, keyboard, and mouse to connect to an existing computer for a sign up station. Director Mitchell recommended April 22nd as the day for the installation. Schoenike moved, Schley seconded to approve the installation of the SAM PC Management System with the library closed for installation and staff training on April 22nd. Motion carried unanimously.
Computer Procedures
Director Mitchell recommended that, with the installation of the SAM PC Management System, the length of a session on the computer be changed from one hour to thirty minutes as recommended by OWLS.
Reduce Hold Limit Allowed Per Person
Director Mitchell shared a report on Resource Sharing Growth in OWLSnet. Because of the impact on our library and the system as a whole, she asked for permission to vote for a lower hold limit of 10 to 15 items. Permission was granted.
Out-of-state Patrons
At the AAC meeting OWLSnet members agreed to take responsibility for out-of-state patrons or not issue OWLSnet cards to them. We currently have 14 such patrons. Clintonville Public Library will agree to take responsibility for these patrons.
A WLA e-mail and a 2009 Legislative and Congressional Directory were shared with the board members.
Moved by Schley, seconded by Schoenike to adjourn at 5:05 p.m. Motion carried unanimously.
